The EBA releases the final technical package for the 4.3 Reporting Framework
The European Banking Authority (EBA) releases the final technical package for its 4.3 reporting framework. The package implements the new reporting requirements for Third-Country Branches (TCBs) under the Capital Requirements Directive (CRD) and supports the implementation of a risk assessment data collection exercise by the Anti-Money Laundering Authority (AMLA).
The technical package provides the standard specifications, including validation rules, the Data Point Model (DPM) and XBRL taxonomies. All to support the following reporting obligations:
- Final draft Implementing Technical Standards (ITS) on the supervisory reporting of Third Country Branches (TCBs) in accordance with Article 48l(1) of the Capital Requirements Directive (CRD). The first reference date is 31 March 2027.
- Anti-Money Laundering Authority (AMLA) risk assessment reporting: introduction of DPM and taxonomy components supporting the methodology to identify obliged entities that will fall under the direct supervision of AMLA. The first reference date is 31 December 2026.
In the context of the EBA-AMLA Service Level Agreement (SLA) of January 2026, the EBA will provide AMLA with support running the methodology to select obliged entities that will be directly supervised by AMLA from 2028. EBA will provide the DPM and taxonomy for this purpose, as well as additional statistical support to AMLA. The components included in v4.3 are intended solely to support the reporting agents’ in preparation for the AMLA risk assessment 2027 data collection exercise and must not be used for data submissions to NCAs, nor to EBA/AMLA. The upcoming release EBA 4.4 Phase 1 will include a revised version of the modelling of these templates, incorporating amendments and enhancements from the experience of the 2026 data collection, to support 2027 submissions.
Background and Next Steps for EBA Reporting Framework 4.3
A draft version of the technical package for the 4.3 reporting framework was published on 17 April 2026. The final version published incorporates feedback received from stakeholders, including industry representatives, following the review of the draft package.
The EBA may issue a targeted update (“hotfix”) at the end of September, should any critical clarifications or adjustments be required following early implementation feedback. This measure aims to address urgent issues promptly without waiting for the next full release cycle.
