Avoid unnecessary zeros for all Solvency II reports

NBBAs mentioned in the protocol, the NBB requests to avoid unnecessary zeros for all Solvency II reports. These data increase the size of the files as well as the storage space in databases and can trigger more validation rules, which will automatically and unnecessarily lead to a longer processing time of the report.

Reports with percentage zeroes more than 10% of the reported figures receive a Warning status in OneGate.
